Addressing State Officials

The Ministry of Foreign Affairs of the State of Qatar (Department of Protocol) – presents its best regards to all diplomatic missions and distinguished offices accredited to the State of Qatar,

     The Ministry would like to inform the heads of diplomatic missions and distinguished offices accredited to the State that it has recently been noted that some diplomatic missions accredited to the State have bypassed the Ministry of Foreign Affairs either by making direct contact, sending official letters, or sending text messages to officials in the State of Qatar via their personal telephones.

     With reference to the previous circulars issued by the Ministry and ending with the memorandum No. 34155 dated 03/06/2014 on not addressing directly any government agency or institutions in the State and that the correspondence should be conducted through the Ministry of Foreign Affairs (Department of Protocol) pursuant to Article 41 of the Vienna Convention on Diplomatic Relations of 1961.

     The Ministry, Therefore, hopes that the heads of diplomatic missions and distinguished offices accredited to the State would not contact senior officials of the State except through the Ministry, and that such contacts or requests will not be considered unless they are carried out through the Ministry of Foreign Affairs, in accordance with diplomatic procedures, and that to avoid embarrassment, delay and duplication of work.
